Fewer scooter violations in Paphos. Checks remain in place.
Tighter controls on e-scooter users in Paphos are starting to yield results. More than a month after a joint meeting between city officials and the police, the number of violations reported has dropped significantly, according to officials. However, the problem remains unresolved, so the controls will continue.
Authorities estimate that police actions have encouraged users to ride more cautiously, and some minors have refrained from riding scooters in prohibited areas. Pressure has also been placed on companies renting out scooters to individuals who do not meet the requirements set out in the regulations.

More than a month of increased controls
The city's cooperation with Paphos Traffic Police was strengthened at the end of July. During a meeting at City Hall, it was agreed to intensify checks on scooter users and rental companies.
The authorities primarily wanted to improve the situation on seaside promenades, squares, and other pedestrian areas. Residents complained about scooters speeding past pedestrians, families with children, and tourists.
According to representatives of the involved services, the number of violations is currently decreasing significantly. However, no new data has been presented to show the exact scale of this change, so at this stage it is only an assessment by the authorities, not a published statistical summary.
In July, fines poured in
The scale of the earlier problem was evident during an operation carried out on July 28 in the tourist area of Kato Paphos.
Police then fined 20 people for various violations of regulations regarding personal mobility devices. Another three people were stopped while riding on the promenade by the port, where scooters were prohibited. In these cases, their devices were confiscated.
From the beginning of 2026 to the end of July, the Paphos district recorded 132 offences related to electric scooters and other personal mobility devices.
Where is driving allowed?
According to information provided by the Paphos authorities, personal mobility devices are allowed on roads with a speed limit of 30 km/h.
They can also be used on bicycle paths and lanes and in spaces shared by pedestrians and cyclists, if appropriate signage is available.
Driving on squares and pedestrian streets is prohibited, unless the area has been officially designated as a place permitted for the operation of such devices.
Pay particular attention to signage around the port and on the tourist coast of Kato Paphos. This is where some police checks were concentrated.
Entrepreneurs are also being inspected
The authorities' actions are not limited to issuing tickets to scooter users.
The city is responsible for issuing permits to rental companies and managing public spaces. The police are responsible for enforcing regulations and prosecuting offenses.
During the July meeting, special inspections were announced for businesses operating without the required city license. Authorities also warned that companies found to be violating the regulations could face all available legal remedies, including seeking a cease-and-desist order.
The inspections were also intended to limit the provision of scooters to people who cannot legally use them.
Pedestrians are to regain safe space
Paphos authorities emphasize that the main goal of the actions is pedestrian safety.
The problem was particularly acute in popular parts of the city, where scooters were used by strolling tourists, seniors, and families with children. There were also reports of accidents and injuries related to the unsupervised use of such devices.
Paphos, as one of the island's most important tourist destinations, wants to ensure that residents and visitors can safely enjoy the promenades, port and public spaces.
Controls will not be relaxed
Despite noticeable improvements, the police continue to receive reports and record violations. The city and the Traffic Police have announced they will maintain their current level of enforcement.
Officials emphasize that the period of leniency for violations of regulations has ended. Users who enter prohibited areas and entrepreneurs operating without required permits must face the consequences provided for by law.
The first effects of the tightened policy are visible, but the authorities do not consider the matter closed. Inspections will continue to ensure that previous problems do not recur after the temporary drop in offenses.
